That's from S09E06 of the new Doctor Who. The cock is down and the frizzen is forward and even if it's just a resin replica for show business this highway robber is threatening people with a weapon which is incapable of firing. With the frizzen open, even if the pistol were loaded, the priming charge would have spilled out of the flash pan with all the waving-around. There was a study a decade or two ago - might have been in the Dixie Gun Works catalog - about frizzen sparks alone sometimes igniting a flintlock without a priming charge, but the conclusion was it was extremely rare and in this case the frizzen is not in a sparking position anyway. THAT TICKS ME OFF DAMMIT. And I've seen this exact same failure in multiple productions from multiple sources, including some that should have had the budgets to learn better.
(And shouting "FIRE" when using a bow-and-arrow. That ticks me off too. At least Braveheart didn't do that.)
